SAAone optimises highway availability with IBM Maximo
SAAone is widening the Diemen – Almere Havendreef section of the A1/A6 road for Rijkswaterstaat as part of the Schiphol-Amsterdam-Almere (SAA) programme. SAAone, a construction consortium comprising construction companies Boskalis, Hochtief, VolkerWessels and investor DIF, is responsible for the expansion and maintenance of the Diemen – Almere Havendreef section of the A1/A6 motorway.
The Challenge
To register and report all consequences of roadworks according to the terms of the DBFM contract and demonstrate, in advance, that the system functions according to the requirements.
As the party executing the DBFM contract, SAAone faced two challenges. The first of these involved the construction consortium’s obligation to demonstrate, a few months before work was to start, that the system, including the relevant IBM Maximo PMS work processes, functioned in accordance with the requirements.
IBM Business Partner Gemba fitted IBM Maximo with a PMS, an add-on to the standard IBM Maximo environment. The add-on, in addition to verifying completed work, offers customised incident registration tailored to the stipulations in the contract.

Moreover, PMS integrates the Vehicle Loss Hours (VVU) model tied to the contract. This particular model calculates how long a lane will be closed, how many vehicles will, in theory, experience delays according to the model and which financial consequences are associated with that specific part of the motorway section. PMS also takes care of the automatic calculation and substantiation of the payment mechanism behind quarterly reporting.
A comprehensive system
As the registration and reporting system is based on IBM Maximo and PMS, SAAone can manage the safety, quality, planning and maintenance connected to the roadworks following Rijkswaterstaat’s stipulations. Project leader Peter Groen explains: “If a pothole forms in the road, the control room enters the report into the system and then the clock starts running. Our people get to work right away and when the repair is finished, we register it in the system too. PMS calculates the turnaround time, the costs connected with it and any financial consequences, and includes it in the reports.” With this add-on from Gemba, the control room can link incidents to theoretical contract conditions and components faster and more easily, so the contract components can be monitored.
